The LDS (Mormon) Church consolodated many of its local relief efforts during the Great Depression under the guidance of Hugh B Brown (a counselor in the church presidency). The original efforts were about being self sufficient but preparedness ended up having the additional benefit of being able to help others when needed.

Catholic Charities is another group that is quick to respond to events like these.
