I’ve read up on how St. Louis County municipalities work. It’s pretty ridiculous, there’s almost a hundred municipalities! Some are so small as to take up just a few city blocks. Radley Balko took a video where he was standing next the the city hall of one town, and turned his camera to point at the city hall of the town next door, no more than two blocks away.

Sounds like the Metro Detroit area.
