Pretty sure if I had worked for him, that attempt at intimidation would have been ignored. How does an executive in the government enforce such a rule; asideways demotion into a part of the org chart has on no connections to anything?

The theory being that Tillerson could have them fired, and the challenge by the union could take a while in an administation that is hostile to unions.
