A big part of that discrepancy is because we tax capital gains differently - long term gains are taxed at a lower rate than short term gains, or income. So a millionaire who socks away lots of stock can pay far less in tax as a percentage of their income thanks to these legal tax shelters.

We are supposed to be incentivizing Job Creators, not tax havens.
