In reply, I’d point out that the offense in question is “possessing marijuana ‘burning or open to public view’”, not just simple possession. I can entirely believe that such an offense is committed for frequently by blacks or Latinos: They are more likely to be poor and less likely to have an indoor area in which to smoke the weed. Moreover, police foot patrols are the heaviest in high-crime areas, which are often areas inhibited by blacks or Latinos.

Well, seeing as how they live in grass huts and cook over an open fire and let their kids play in the dirt naked all day…yeah, I looked at the pictures in my parents’ National Geographic when I was a kid.
