Scale everything such that Wyoming (or whichever Congressional district is the smallest by population) gets 1 representative, and every other state gets X representatives based on how much bigger they are than the smallest district, with each district having roughly the same number of voters (ideally).

Sounds reasonable, but how big would the House be apportioned on that plan?
Crowded, I’m sure….
