Personally, I think the use of FBI informants has been a very useful tool against terrorism. It also makes to a great deterrent.

Meh. PR campaign for the most part. Find a bunch of gullible terrorist types. Send in dynamic, fast talking motivational “informant.” The FBI then supplies them with weapons, material, bomb making supplies, etc. Then they make the arrest.
