There’s a question of ends vs. means here.

That is, jihadis intend to impose a Muslim theocracy through the use of force. But, non-violent Muslims can impose a Muslim theocracy through democratic means.

A real question remain, how many non-violent Muslims living in liberal, pluralistic, democratic countries believe it is their duty to create a Muslim theocracy?

If the answer is “many” or “most,” then there is a real problem as these Muslims will, if they have the numbers, threaten the freedoms that many of us consider essential to a good life.
