The man is trying to juggle all of the issues, and doing none of them particularly well. The economy is in the crapper, so he figures that talking about the other issues will help (and that has worked to some extent since every time Obama talks about the economy, the markets tank).

Classic rookie manager mistake. Scary that his rookie season is as the leader of the one superpower.
