That provision dealt strictly with debts incurred fighting the Civil War. There’s a similar provision in Article VI of the constitution having to do with debts from the Revolutionary War and under the Articles of Confederation. Neither of those provisions would necessarily prevent the federal government from repudiating debts. Other than the prospect of war, trade or otherwise.
