Absolutely necessary. Harris’s experience would make her perfect to head such a commission. Her powers would be broader and less constrained than as AG. The Trumpsters are terrified of something like this, as are many of the lower level cogs in their crime machine. This is why they are betting the ranch on Trump winning. They are doing things they are likely to go prison for if he loses, like openly sabotaging the postal service and enabling the spread of covid19, to hold down the vote.

And the “cogs” will take the brunt of it since they’re not wealthy, won’t have wealthy donors willing to pay their lawyer/defense fees, and saying they were “following orders” (illegal as they might be) will not float in a court of law. (We won’t go into the lack of ethics since apparently lacking integrity in public office or public service is not a crime.) So the cogs will get the jail time and fines while the upper folk skate to make money on the talk circuit and FOX.

And I don’t feel much pity for them either.
