Before. Just a dry pan over medium heat then boil as usual. It adds a lot of nutty flavor to brown rice and also softens the texture quite a bit.
Seems to be a secret with a lot of recipes using nuts and certain grains. Toasting in advance for a few minutes in order to get the oils more flavorful. I have seen that for cooking quinoa and buckwheat as well to make it more flavorful.
