In fact, I’d go so far as to say that human culture stops rape. In the U.S. as in all western countries where woman have their rights, rape is diminished.

Perhaps what’s going wrong semantically somewhere is that “human culture” is being conflated with “human nature.” A culture can either bring out the worst in human nature, or the best (note that “culture” does not necessarily equal organized religion or government - Somalia has a culture too, of lawless, chaotic anarchy and all the lovely things it brings).
