Rain maybe. So they can safely deploy tear gas en masse without risking a wildfire. Anyway that’s what I’d do, get a couple hundred agents with night vision gear and just roll down on them hard at around 3 AM, blanket the area with tear gas and smoke then drag all their asses to jail.
