It would be weird if this was illegal.

For reference it is illegal in the US to pay a withdrawn candidate for their political endorsement. So hypothetically, if Newt accepts the offer and then endorses Romney, was that endorsement pre-paid? The system is enough of a travesty without exchanges of money directly limiting the options available to the electorate, this is why I think it would not be weird if it were against the law.
