Oh I don’t know. Probably not. The tendency is to focus on where one can get results and how much money they can spend. I figure that the RNC doesn’t want to spend too much money and time courting Hispanics because they themselves see it as a lost cause. I guess it would a money spent vs. voters gained ratio of sorts.
