So, what happens if there are recounts in those three states, could the recounts be completed before the Electoral College meets Dec. 13? And if by some miracle Hillary gains some EVs, what then? Also, if there is evidence ballots were tampered with, who’s in the position to go after the perpetrators?

These are all questions that came up the last time we went through a recount debacle. Unfortunately, I don’t remember the answers.
