Pretty much all the major church denominations’ relief arms are quick out of the box, disaster-wise. Many of the smaller ones’ too, though Haiti may be beyond their reach.

It probably depends on who’s got a local missionary presence. IM(not so H)O this is one of the best uses of private and religious organizations. Not so much forming national political parties.
