I don’t think that’s brass, but TiO2 coated hardened steel. This is what the slug looks like originally, note the two soft lead collars to interface with the barrel and act as a gas check. Whatever use it has against people is incidental and comes from shear size, it’s designed to penetrate a car’s engine compartment and fuck shit up, tear hoses or possibly crack an engine block. It was designed as a cludge anti-material round that could be fired from civilian shotguns.
