Is there any information about whether this man has any relationship to the child he kidnapped? I haven’t seen much about why they think this particular child was selected.

Officials are being quiet. Witnesses are reported to say he has no relationship, but randomly wanted ‘two boys’ to act as bargaining chips in his legal problem.
