Well, I’m sure you’d add the police (and federal law enforcement), fire departments, and the military to the essential category.

I would also add all of the things that business doesn’t want to do — roads, bridges, basic infrastructure, etc.

Conservatives love to talk about what is “essential” and what isn’t in government while conveniently skipping all of the things that business would refuse to do because there’s no profit motive in it.
