The bike needs to be licensed not the 6 year old. the license also only costs 50 cents per year. Reading the rest of the sections of the law it talks about reporting the sales of any second hand bikes etc. I am guessing when the law was passed they were having an issue with bike thefts in the area.

Remember when it only cost one dollar to vote?

How easy is it to get to a place to register your bike?
