They’ll probably move in that direction, but based on what Boehner said yesterday, what Romney is on the record as saying, etc., they’re going to seek to repeal the whole thing.

Even if they focus on the individual mandate as tax, if they repeal those provisions, it would functionally gut the remainder of the PPACA.

In other words, they’re going after the whole thing regardless of how they frame it.

If the GOP could come up with a different way to pay for it without the individual mandate, I’m all ears. But as noted, they’ve proposed the individual mandate previously as a way of insuring personal responsibility and beating back the cost curve.
