What happened was that a plane on a training flight had a fuel emergency (usually this means a part of the fuel system has malfunctioned) and needed to jettison its practice bombs at once. While unpleasant, that’s not a major fuck up if no person dies and it should not be a career ender for the pilot.

The Navy has historically provided compensation in cases like that and should do so now.
