My primary experience is the NYC metro area, and the NYPD is the largest police force in the US (and world). 30,000 officers, and they’ve got ESU (comparable to SWAT). The NYPD also has an aviation unit and a harbor/scuba unit.

In addition, there are Hercules teams involved in counter-terrorism, and they’re the elite of the ESU.

They’ll often be stationed at high visibility locations (NY Penn, Grand Central, WTC, Times Square, etc., plus running vehicle checkpoints at different spots around the city.

That’s in addition to the National Guard that’s stationed at WTC, NY Penn, Grand Central, etc.

The PAPD also has their own ESU, with their own heavy weapons on display at WTC and airports.

NJ Transit has their own heavy weapons units. So, it’s not uncommon to see heavy weapons officers from PAPD and National Guard at the WTC (inside PATH); NYPD ESU outside WTC (jurisdictional turf war).

Or, ESU and National Guard and NJ Transit officers at New York Penn.

Don’t expect to see any of that to change anytime soon, especially for Port Authority related facilities since terrorists seem to have a hard-on for going after their facilities (airports, from which they’ve launched attacks, tunnels and bridges targeted in other attacks, and the WTC, which goes without saying).
