No law will ever make someone stop hating someone else.

This is not true. Laws have a powerful normative function: “it’s not OK to hate black people”, “it’s not OK to hate Jews” etc.

They also have a generational effect (though I accept that this is not exactly what you’re talking about). Hence, attempts to influence the content of school textbooks via legislation.
