This is pretty damned close to what Chuck was proposing to do last night, open auction style.

The rather obvious problem, well one of many obvious problems with such a scheme is how could a victim ever trust that the information would stay suppressed. How do you put it up for sale so that people can see what kind of dirt is being bid upon without that dirt able to be copied and redistributed by anybody. I guess you could just make a blanket assertion and try to sell that, “Hey I’ve got pics of X tossing Y’s salad while Z watches, who want’s to pay?” That doesn’t really solve the confidence problem in the age of modern digital media, where there are no negatives and nobody can ever be sure that information has truly been suppressed or destroyed.

It’s pretty much exactly what Chuck described.
