Right. Maximum safe landing weight is lighter than max takeoff weight. This may be a news first, but it’s happened before in the area. And or over the ocean. IIRC there are zero regulations that stand above aviation safety. Long time since I took the FederalAviation Rules test tho!

you try and dump fuel from a piper you have to walk out on the wings, take the caps off, crawl back inside, then fly upside down while the tanks drain
