They really are. I don’t know why anyone thinks differently; if a person is stockpiling military-style weapons and ammunition for the same, their purpose is clearly to shoot people. It may be for a mass-shooting rampage, or it may be to be that “good guy with a gun” action-movie hero, but they are absolutely intending on shooting a person or persons with those cool military guns.
