In short, yes. The DOJ can investigate local police departments and prosecutors’ offices to see if they’re systematically violating civil rights. For instance, the DOJ investigated the New Orleans PD for violations, including excessive force, and released its findings a while back along with a settlement on how to resolve and prevent future occurrences.

Likewise, the Seattle PD was found to engage in excessive force. Findings and outcomes here.
