The reason Romney ran for Senate from Utah, rather than California where he has a residence (here in San Diego), is because he’s Mormon. Mormons will vote for him even if he votes to removed Trump from office. So he can afford to be public about his willingness to go against Trump.

Plus, non-LDS Republicans out there still like Romney, including the never-Trumpers (however many are left.)
