We have a 99% literacy rate — there are very few people in the US that can’t read and write. More stringent definitions of literacy indicate serious problems with a higher percentage of the US population (e.g. “functional literacy”). I assume you’re referring to something like this.

I had most of my K-12 education abroad, so I’m not familiar with the problems of public education in the US. There is something wrong, for sure, since we’re one of the countries that spends more per student, and we have pretty lousy results in a bunch of international indices. But banning federal funding would make the situation much worse.
