Depends who you are talking about. Very few simple users (of grass) are sitting in jail, and if you think the dealers don’t have crack in one pocket, grass in another and heroin up their ass and are innocent souls who should be put right back on the street; then you are seriously mistaken and/or naive.

I don’t remember saying anything about dealers. I was talking about users.
