In all seriousness, I’d say Somalia is at the bottom of a broken pile. One of the best ways to help it change would be the engagement of its rich almost-neighbors in the Middle East, who share a faith. But those countries are also broken, though they’re broken in way that involves less pirates and more being assholes on a global scale. The countries near it, Ethiopia and Kenya, have both been constantly riled with political turmoil, Kenya just ending a fractious political stalemate in the last couple of years. They probably are too internally-focused to be of much help, but continuing to aid them in their attempts to remain democratic would help stabilize the region.
