As per that article, it’s to orbit at 120 to 130 kilometers. That sounds rather low. In fact, that’s well below typically determined low earth orbit and as such is probably a suborbital flight (along the lines of the Virgin Galactic/SpaceShip I/II White Knight flights to the edge of space.

What that indicates is that they’re attempting a multistage rocket that has intermediate range and if mated with a warhead, could hit targets throughout the Middle East.

However, they haven’t exactly had the best track record on missile launches.
