has any president ever declared a national emergency over an issue directly and recently voted down by both houses of congress?
As far I have been able to find, no.
The Wikipedia list of US National Emergencies is interesting, though. There are still 32 of them in current effect - mainly from the Bush 43 era (9/11 and Iraq-related) and Obama’s Admin (misc. foreign sanctions).
Though AFAICT, Trump’s latest BS is only one of three (out of 59 historically) that is related to mainly domestic, rather than foreign issues (and one of the latter -now ended - was due to an influenza epidemic in 2009).
