As CEO, he’s probably not specifically bound by the non-disclosures, the corporation is; but he does have an ongoing responsibility to the corporation to abide by the non-disclosure agreements. And as a former CEO, he couldn’t do that without the new CEO and/or board of directors signing off. Then there’s the issue of the corporate employee who was actually responsible for committing the sexual harassment, and their (for lack of a better term) right to have the settlements remain private.
That’s a very long way of saying he won’t because he can’t.
