I don’t think the article makes it at all clear, but I think what the author is getting at is that if you are miscarrying and go to the doctor, s/he may not be permitted to do anything other than try to save the pregnancy until the waiting period is over. “Emergency” is poorly defined so doctors will hesitate to act out of fear of prosecution. That will not help, and will sometimes harm the woman.
