“Undermining U.S. foreign policy” means actively collaborating with foreign opponents, or covertly working to sabotage diplomatic efforts. Sending aid to rebels who are trying to overthrow a friendly regime qualifies.

Speaking in a public venue to the Secretary of State is within the bounds of normal political discourse. Inhofe is illiterate, but so is the title of this post. Stupidity does not combat stupidity.
