Perhaps I didn’t read carefully enough, but it sounded to me like the moms and kids would be locked up for quite a while-the mother’s wouldn’t have spending money to waste on dressing up their kids, etc. which suggests they have an “indeterminate sentence”. I don’t know a lot of wealthy families that lock their daughters and grandchildren up and forget about them, though I’m sure it happens. There are control freaks at all levels of society.

Parenting education-great idea, but I’m guessing that isn’t really the main thrust of this plan. This sounds a lot like the old idea of sending girls to juvenile hall because they lack moral and sexual purity.
