Hey, maybe there’s a feminist angle here. But my thesis is more “you can get away with breaking the rules if you’re a noble, but not if you’re a commoner”.

Though shield maids were not an unknown thing among the Saxons. Which the Rohirrim were based upon. (Though the Saxons were not historically known for being cavalry.)
