A warranty seal is NOT THE SAME THING as “This machine is not valid for votes or voting”. It just means what it says: Someone popped the screws to do some work on it.
Perhaps the machines were out of warranty. If someone tells you you need to install a replacement part, you will do it, seal or not.
If people want to be certain, the states should do what their weights-and-measures departments do, which is to check, test, and verify that grocers’ scales work and are accurate. That is the only context I know where breaking a seal invalidates equipment.
It’ll never happen.
