It’s irrelevant whether the vaccine is effective — only the announcement matters. Just like the Ukraine investigations into Hunter Biden: Trump didn’t care whether they took place, only that there was an announcement to discredit Biden. Even if the vaccine is released before the election, its true safety and effectiveness won’t be discovered until well after the election is over. A release of an ineffective or unsafe vaccine will discredit the vaccine industry for years to come.

Which is why nobody in the industry will likely be willing to go along with Trump rushing it. At least, if they were smart.
