I read an article about visiting journalists in North Korea being escorted around a school. There was a computer lab, with students typing busily away on the keyboards, but the screens were blank. There was no electricity to power the lab.

So, my guess is their pens were out of ink, and they were only going through the motions of taking notes.

I’m pretty sure that’s not how it works. Their notebooks are then gathered and everything is checked. Those who have gotten more than 5 utterances slightly wrong are executed.
