I don’t understand.

They had “discussed rules of engagement”? Rules of engagement are decided before, not during, action.

Who is “they”? Was the “GOP Representative” involved in “they”? That is unacceptable. Politicians must never be involved in operational decisions.

Is “they” the cops on the ground? They also are not the people to be “discussing rules of engagement”.
