Just with the free speculating spirit of a SciFi fan-My wild guess is we lose far more people than raw technological ability. And higher technologies retreat to the best adapted “lucky” survivors. Steam, animal and simple electric tech survives. Circa 1930. At least. Just maybe circa 1960.
