Jerusalem is at 31 deg latitude. Savannah, GA is at 32. Hardly any municipalities in the south have enough snow plows, although salting is done on hwys and main sts, and major thorough fares may have one lane each way plowed. Neighborhoods and side streets are on their own when there’s a “major snow” of a couple of inches or more…

Just to get a perspective on it. We’re at 35 deg where I am, and seldom get a huge snow, or any at all except maybe a few flakes. The mountains are a different story here in NC, though
