This sign is on the roadway just south of the entrance to Central Christian Church in Mesa on Lindsay Road. It’s put there by Center for Arizona Policy. I don’t know if it’s on the right of way (I suspect not) or if it’s on church property or on the property of the park next door. What makes it difficult is the city and the church made an agreement about the church’s use of the park.

I’ll bet that agreement doesn’t include violating the Establishment Clause of the I Amendment. Perhaps contacting the Freedom from Religion Foundation with the information you have and photographs might be helpful.
