I read the entire article you’re referencing, and there are actually measures being taken to stop the spread In Russia (about as ineffectual as the ones at our federal level, and apparently varying in different regions). The “he-man” is one orthodox priest. Unfortunately, he’s in charge of a major church, and his parishioners, it seems, believe in him.

The measures are mostly “dirty foreigners out”, and lack of testing:
