The donations have been going on for a long time. There’s an entrenched bureaucratic mechanism behind it that will require lots of political wrangling to change.

I’m not saying I don’t think he should cut off this aid; actually I think the aid should never have been started in the first place. But all presidents have to deal with political realities.

Well, it should be possible to simply say “No money for Gaza till Shalit comes home”. Who would oppose that?
